When you have copied the new exes into the D:\AMW\Exe folder on one of the terminal servers, open an administrator powershell window and run the following command to unblock the exes
Note this only needs to be done on either one of the RDS servers as it changes the file properties directly.
dir D:\AMW\EXE | Unblock-File
